During the finial stakeholder session, it was suggested that the criteria for shovel ready be that zoning and environment assessment be completed. If someone is going move ahead of me in the connection queue, or I am moving ahead of them, I would expect a lot more certainty. I suggest that the criteria for shovel ready be that the proponent is shovel ready ("Ready for immediate commencement of excavation and construction" - en.wiktionary.org/wiki/shovel-ready). My suggestion is that the proponent can choose one of two options 1 - The proponent could demonstrate site access, completed rezoning and environmental assessment, and documented proof that they have funding and a construction crew is in place. 2 - Or a $1 per W deposit (or LOC) that is returned if construction begins in less than 60 days. In either case, if construction has not started in 60 days the proponent would lose their connection queue position, and move to the end of the connection process. |
