Dear OPA I strongly support the development of renewable energy in Ontario. I applaud the solid progress over the past couple years made by the government and by the authorities in making renewables a reality. However, this latest proposal to subject project owners to a lottery shows no regard for the early adopters who have invested years of time and millions of dollars in Ontario. The idea of a lottery for these project owners is unfair and completely undermines the sincere efforts of those who have supported the Province's direction on renewable energy. Further, it sets a bad precedent for future investments in Ontario. My recommandation is that for the Initialization Period a separate category (Group 1A for example) be established for those projects that have completed the Hydro One assessment (SIA or CIA) but have not completed the EA. Second, those projects should be ranked by the date on the assessment. And third, those projects should be exempt from the lottery process. Thank you for your consideration of this comment. I have invested money in a Company for the last few years to help for the development of renewable energy in Ontario and NOT on a lottery system which I do not belive in.
