Document Text:  After waiting for nearly a year and a half and having spent all the energy and expense on following the rules of the day to get a CIA, in an area where there was capacity available for connection, we are shocked with the proposal by the OPA that all that work was a waste of time and we need to rescind our queue positions. Absolutely devastating for a small developer like us.

The complexity of this new proposed process to determine time stamp for launch applications is not very encouraging. Having gotten used to the idea that an application security deposit will be added to show serious intent, these new bureaucratic rules to judge shovel readiness will only inhibit participation.

With the current proposed rules, we are certainly reconsidering further expense.

Once again we urge you to value work done by many projects since RESOP was put on hold. Ideally all projects who have CIA's completed and are above the redline for capacity should be offered FIT contracts. The only criteria to show seriousness should be the security deposits.

We look forward to completing our project but only if the rules are fair and sensible.
