Document Text:  I have an existing 5.0 Kw micro gen solar RESOP contract ( FEB 20/2009 ). I have the panels and pole mounts ordered for delivery in April, It is not in operational and on hold as the Canadian Manufacture Xantrex has issued a STOP SHIP on all there GT inverter lines for a saftey problem.I spent 20 days from the time I received my contract to the date it must be sent back to the OPA questioning the OPA and the Minister of Energy and Infrastructure if there was any price increase coming in the near future that would re-consider me sending in the contract, I was told by everyone there was not. I have not sent the Declaration of Commercial Operation and have not started .The project of 28 panels are ground mounted, I do not have a south facing roof , and the shade tree's near the building would have made putting them on a south roof not feasible anyway, looking at the problems with SNOW removal,cleaning,adjusting the seasonal angle and roof problems the ground mounts under the solar PV contractor advise, this was the way to mount the panels.

Can I apply for the FIT program ?

Also Please take these questions into consideration, as my project is like many, being that they could be a larger part of the FIT program, Pole mounting is not any cheaper than roof mounting.

If signed contracts, not in operation, and less than 90 days old and ground mounts less than 10 Kw are subject to the lower rate are not able to apply for the new FIT, It would seem quite unfair and there could be many RESOP contracts terminated.
