Document Text:	I would like to submit a comment that the OPA needs to consider making the rate the same for ground mounted PV as roof mount, The more people that see PV POWER being produced by the average home owner are more likely to have a system installed, People who own house's or cottages the last thing they want is to see are the panels or have roof damage, they are not going to keep the snow off them if it requires climbing on the roof in the winter after a snow storm, I install Satellite TV System's, given the option people would rather pay the extra to have the Dish installed in the back yard on a post and not attached on the roof. Solar PV production on ground mounting is just as effective if not more than roof mounts.
