Document Text:	I feel that projects in the second category of the initial application period Section 11.1 (a) should not be ranked according a random lottery and should be ranked according to effort and progress to date. For example a wind project that has had a wind test tower installed for 5 months prior to opening day of the FIT program should not be ranked ahead of a project that has had a wind test tower installed for 5 years. Projects in this second category should be evaluated on milestones and not left to random choice. RES III had a very good method of evaluating milestones for wind projects suitability.
