Document Text:  The OPA is in discussion with LDC's in order for them to administer the Micro side of the FIT program.

This is a great objective however as a Solar PV installer with RESOP contracts and Net Metering applications done we have "great" concern with this.

It would be in the best interest for everyone that the OPA keeps total control of the process applications, settlements and keeps track of any installations done under the REFIT program and make them "publicly" available with application dates etc. to make sure everyone knows what is being installed, how much and where it installed.
This is especially important for the renewable energy industry to know how successful the program is and correct any problems that might arise.

We do not want to be offensive, but we have examples that even simple Net Metering applications are not properly processed and still waiting for more than six months for a simple approval. We will spare you the details on the ongoing settlement and bill issues.
Although we believe that they are doing everything in their power to correct any problems, it creates extra delays, frustrations and additional costs.

On educational front, some LDC's are unaware of the difference between RESOP and Net Metering and when FIT and REFIT are active they likely will get even more confused creating even more (bureaucratic) delays.

Although some progressive LDC's have definitely proven that they are indeed capable, other conservative LDC's have unfortunately proven the opposite or unwillingness.

For some LDC's a program like this it is just not a priority. And George will not be there forever.

We would urge the OPA to reconsider.
