Some of the information suggests that they may be reimbursed 71.3 on the 15kW because they exceeded the 10kW threshold. I would suggest that this would be unfair and that a true graduated rate apply.

Should this not be the case, then a phased in rate should be applied. For example different graduated rates be applied to the first 10kW, then a different rate on the next 10kW and so on. The 71.3 rate should only be applied on the kW produced in the 70 to 100 level.
