Three security payments are required under the FIT Program:

1. at the time of application
2. at the time of contract issuance
3. prior to commercial operation.

For projects that are controlled by a community group (i.e., with a greater than or equal to 50 percent participation level), the amount of each of the security payments is $5 per kilowatt (kW), regardless of the type of renewable energy the project uses.
