Question:  What about micro-scale (<10kW) ground-mounted solar PV (where roof space is not adequate?)
Answer:  The proposed FIT rates for ground mounted Solar PV and rooftop Solar PV were determined using a cost based approach with a component included for a reasonable rate of return. Costs associated to ground mounted Solar PV are typically less than rooftop Solar PV. We do however understand that not all residential Solar PV installations will be best situated on a rooftop and may be located in other locations. We will consider revising our criteria.
