Question:  it was stated that the Application Security fee would be returned "on execution, but slide 61 states it will be returned when the contract is signed. what is the purpose of the Application Security? is it to ensure applicants are serious?
Answer:  Yes, the purpose of the Application Security is to ensure that proponents are committed to proposed projects.
