Question:  If a earlier RES project had a SIA done on a transmission connection butthen made adistribution CIA application because of the RESOP program rules, will the developer have an option to use the connection point that is the most economiclally fiesable?
Answer:  Yes, that is the intention of the FIT Program: for projects to connect where it is most economically or technically reasonable, whether this means transmisssion or distribution.

However, rules around Legacy Projects and the Initialization Period have not been finalized in regards to legacy SIA projects - discussions are still underway to determine whether projects that applied for an SIA prior to February 23, 2009 will be considered Legacy Projects. If a project has applied for both a CIA and a SIA prior to February 23, and it makes more economic and technical sense to connect it to the transmission system, this would be a good argument in favour of allowing legacy SIA projects to be considered as Legacy Projects in the Initialization Period.

Futher input into this issue would be welcome. The OPA will be presenting thinking on this issue during the Stakeholder Sessions and you may make a submission through the OPA's submission tool.
