Question:  In Section 13.4(a) of the July 10 FIT Rules it says that Launch Applications with the most COD Acceleration Days will receive the earliest Time Stamps. Is this irrespective of technology and the proposed Milestone COD? For example, a hydro plant (5-yr lead time) may bid somewhat more Acceleration Days than a wind plant (3-yr lead) competing for the same connection resources, but still have a significantly later COD. So the hydro plant still gets the earlier Time Stamp?

Is the order in which Launch Applications will be received by the OPA immaterial to the assignment of Time Stamps?

Answer:  Time Stamps are awarded based on COD Acceleration days, irrespective of the technology. All technologies can bid a maximum of 725 COD Acceleration days, assuming they have a criteria score of 4. Therefore, a hydro project cannot bid more COD Acceleration days even though it has a longer time in which to achieve commercial operation.

Yes, the order in which applications are received is immaterial to the assignment of a Time Stamp.
