The proposed FIT rates for ground mounted Solar PV and rooftop Solar PV were determined using a cost based approach with a component included for a reasonable rate of return. We do however that not all residential Solar PV installations will be best situated on a rooftop and may be located in other locations. We will consider revising our criteria.
