Could you please explain how projects relying on the Bruce to Milton line (planned in-service for Q3 2012?), will be timestamped? Are they eligible for Application Launch contracts? Will applicants be required to demonstrate COD acceleration days, even if the contract length would in practice have to be 3 years, in order to align wind project commissioning with the transmission line coming in-service.

It is not required that projects submit COD acceleration days - so the answer is yes, projects relying on Bruce to Milton may apply during the program launch period.
Projects that do not submit COD acceleration days will be time-stamped on a random basis at the end of the launch period. Launch applications that are not awarded a contract will proceed to the next economic connection test and will not be held to the reduced COD deadline. Contracts will be awarded to projects in this area when the OPA is reasonably certain that the timing of the Bruce-to-Milton is firm. |
