Question:  We are planning to construct a new hydroelectric generating station (GS) beside an existing, operating hydroelectric GS that is a market participant (receives HOEP). The new GS will be a separate structure from the existing GS but will share the same dam, forebay and tailrace channel. The new GS will be connected to the same distribution system but will have separate connection facilities and metering from the existing GS.

1. Under the FIT program, will the new GS be considered as a new project or as an incremental project?

2. If deemed an incremental project, will all energy generated and metered by the new GS be eligible for payment under the FIT contract? If not, how will the OPA determine the amount of energy that qualifies under the FIT contract?

Answer:  Based on what you described above and specifically your point around "separate connection facilities," the new hydroelectric generation system will be considered a new project.
