Question:	Do Capacity Allocation Exempt facilities (less than 500 kW) require a completion and performance security fee? This is unclear as they do not seem to require the initial application security fee. If they DO, then your outline for this fee is stated as 50,000 per MW and a second fee of 20,000 MW - for projects less than 500kW what is the fee then if there is one if the fee is 50,000 per MW how do you calculate the fee for say a 250 kW project?
Answer:	Capacity Allocation Exempt facilities require an Application Fee and do not require an Application Security (section 3.1 of the draft FIT Rules). To calculate the completion and performance security fee, divide the Initial Security by 4. For example, for Solar PV, $50,000/MW multiply by the # of MW or 0.250 = $12,500 for a 250 kW project.
