The FIT Rules include provisions to ensure that capacity allocation exempt projects have a streamlined application and contract process. For example:

• Application security is not required. However, completion and performance security is required once the contract has been executed.

• They proceed directly to a FIT contract after the application is complete. Before this stage is completed, the OPA will assess whether there is connection capability for the project.

• These projects must meet the normal commercial operation deadlines of three years for solar, on-shore wind and bioenergy, four years for off-shore wind and five years for water.

• They must specify their connection point upon application.
   
• Applicants who submit an application after December 8, 2010 are not permitted to apply for an impact assessment until after the FIT contract has been executed.
