In order to qualify for a reduced security amount, you must submit a participation declaration form. This will indicate to the OPA that your project has at least a 50 percent participation level by a community or an aboriginal group.

Only projects that have a participation level of 50 percent or greater will be required to submit evidence along with the declaration.

You will also submit the declaration to indicate the participation level for the purpose of determining the price adder. If the participation level is less than 50 percent, the form may be submitted:

• at the time of application submission
• at the time of contract offer and execution
• no later than at the time of your notice to proceed request.

If you do not submit the declaration by the time you submit your request for notice to proceed, you will not be eligible for the price adder.

Once you have submitted the form, you will be permitted to adjust the participation level as follows:

• at the time of contract offer and execution
• at the time of your notice to proceed request
• at the time of commercial operation declaration
• once a year when the project is in commercial operation.

If the participation level has decreased, you must submit a revised declaration indicating the level to the OPA within 10 business days. In addition, if your participation level decreases from above 50 percent to below 50 percent, you will be required to submit additional completion and performance security.
