October 9, 2013: Final Documents for Version 3 of the FIT Program now available

Thank you to those who recently submitted feedback on the draft versions of the FIT Program documents. Final versions of the FIT 3 Program Rules, Contract, Standard Definitions and other program documents have now been posted on the FIT Program website. Additional supporting guidance documents will be posted shortly. The rest of the FIT website is also currently being updated and will soon be made available with revised FIT 3 information.
 
The OPA is not accepting FIT Program applications at this time, but the application period for FIT projects is expected to open on November 4, 2013, and close on December 13, 2013. This application period will have a procurement target of up to 123.5 megawatts (MW), which includes the procurement target of up to 70 MW plus 53.5 MW remaining from the previous application period.
 
Potential applicants are reminded that FIT projects are those that are larger than 10 kilowatts (kW) and generally up to 500 kW. A procurement process for larger renewable energy projects is currently under development, and more details will be provided on the OPA website when they are available.
 
The OPA recommends that you carefully review the final versions of the program documents to ensure you understand how the FIT Program has changed. A summary of changes table has been created detailing the important revisions from FIT 2.1 to FIT 3. The changes reflect the policy decisions of the Minister of Energy as indicated in the June 12, 2013 and August 16, 2013, directions. In addition, several revisions have been made to the draft version of the FIT Program Rules as a result of feedback received, which are reflected in the black-lined versions of the documents. 
 
The FIT 3 Rules contain tailored provisions for applicants who want to participate in the Unconstructed Rooftop Solar Pilot, which includes a separate procurement target of up to 15 MW. The application start and end dates for the pilot will be the same as for other FIT Program applicants who will apply during the upcoming fall 2013 application period.
 
Please note the following procurement targets and contract capacity set asides (CCSAs) that are referred to in the FIT Program Rules as being available on the FIT Program website. The procurement targets and CCSAs also include portions not allocated from the 2012 application period.

Anyone interested in the FIT Program may review the posted documents and prepare themselves for the opening of the Application Period but shall be solely responsible for all costs, expenses and liabilities incurred in this regard and the OPA assumes no responsibility or liability, whether or not the Application Period is opened or not opened and whether or not the FIT Program is suspended, revoked, amended or revised. Under no circumstances whatsoever shall the OPA be liable for any claims for compensation or damages, including any indirect, punitive or consequential damages associated with the preparation of an application in anticipation of the opening of the Application Period.
