All ground-mounted solar PV projects greater than 100 kW must submit evidence that the proposed ground-mounted solar PV facility is located entirely on land with Class 3 to 7 soils or unclassified land.*

You must include a CLI map showing:

  • the entire property
  • the part of the property where the ground-mounted PV facility is proposed to be located
  • the CLI classifications for the entire property.


FIT project eligibility will be based on OMAFRA's official CLI maps on the date the FIT application is submitted to the OPA.

*For northern areas that are unclassified and do not have a CLI map, please specify the region and quadrant number (e.g., northwestern quadrant, quadrant #52K14) as part of the evidence in your FIT application submission and notify the OPA that no CLI map is available for your project.

Specialty Crop Areas and Class 1 or 2 Soils

Lands within specialty crop areas or with Class 1 or 2 soils, as per the official mapping, must be avoided.

Multiple CLI Classifications

If the land proposed for your project has multiple CLI classifications, including Class 1, 2 or 3, your FIT application package must also include a site-specific soil study performed by a qualified soil scientist, independent from the FIT applicant, to confirm the CLI Classification using accepted standards. Please see OMAFRA's website for information on qualified soil scientists and soil survey guidelines.

For example, if 50 percent of the developer's lands have CLI Class 1 soils, and the other 50 percent have CLI Class 4 soils, the developer must provide evidence in the form of a map, as explained above, that the project will be constructed only on CLI Class 4 soils.
