When making a notice to proceed request, you will be required to submit a domestic content plan in the prescribed form that outlines how you expect to meet the domestic content requirements.

Your domestic content plan may change from the time you submit your notice to proceed to the time you reach commercial operation. The plan is primarily intended to give the OPA some certainty that your project will meet the requirements.
