Class 3 Soils

If your land is designated on OMAFRA's official CLI maps as having Class 3 soils, there is a 500 MW cap (nameplate capacity) for the province and your project may not be eligible for the FIT Program.

This total capacity has been divided between the four Regional Administrative Boundary Alignments (RABA) - north, west, east and central - used by various ministries and government agencies such as the Ontario Realty Corporation. Ground-mounted solar developers meeting the OPA's requirements will be able to contract with the OPA on a first-come, first-served basis, and according to the FIT Rules.

Please refer to the figure below for the allocation of available Class 3 soils in each RABA region as of the launch of the FIT Program. Following the end of the launch period, a revised figure will be posted showing remaining Class 3 lands in each region.

* 100 MW is reserved in the RABA western region in accordance with the ministerial directive dated September 30, 2009.

A number of applications have been submitted for solar PV projects wholly or partially located on Class 3 lands. The table below provides a summary of the number of solar PV applications for projects that utilize Class 3 land. Class 3 land is allocated once a contract has been executed. Projects for which there is insufficient Class 3 land proceed to the economic connection test.
